Vidare bedöms att Sverige bör tillträda protokollet reservationslöst. Det bedöms att Sverige bör anmäla vissa linjer till sjöss som s.k. CIV- och CVM-linjer när protokollet tillträds. Detta innebär att regelverket i COTIF 1999 kommer att tillämpas även för dessa sjölinjer, som är anslutna till järnvägstransporter.
